udp packets from localhost to 108.122.0.0

A large number of these packets being sent from the
server. Causing grief in the default router.

Seems like some DoS or errant program, can't find
much on the web, especially the root cause. Packets
have no source or destination port.

Anyone ever hear the cause / solution?
