After changing the default login shell of a userid to /usr/local/bin/tcsh,
FTP fails to login the userid, using a correct password, with:

530 Login incorrect.
Login failed.

Setting the default login shell back to a standard shell (sh, csh, ksh) fixes
this problem, but it's not the desired shell.

What am I missing?
